Performance Management

Performance Management is the strategy and sets of methodologies and practices that an organization uses to direct its employees, partners, suppliers, and customers to best understand and use available evidence, in order to achieve a common set of goals and objectives. MITRE supports DoD and federal agencies by applying a Goal-Question-Metric (GQM) framework, also known as The Theory of Change, to identify candidate performance and process metrics that are aligned to the sponsor’s goals and objectives.  This methodology, as prescribed in OMB Circular A-11, is the designated structure used in both civilian and military settings.
